Auckland System Management

After its existing Auckland Motorway Alliance contract ended in 2019, Waka Kotahi NZTA (WK) required a partner to assist with operating and maintaining Auckland’s extensive motorway network, including the various tunnels, bridges, streetlights, drains, and other assets that make up the network.


To meet its objectives, Waka Kotahi formed the new nine-year Auckland System Management (ASM) project - an alliance between HEB Construction, Fulton Hogan and WK.

The physical extent of the ASM is significant. It covers all motorways and state highways within Auckland, totalling some 456 kilometres’ worth of carriageway, as well as two tunnels (Victoria Park and Johnstone Hills). In addition, it covers 250 bridges, including Auckland Harbour Bridge, two dams, approximately 420 km worth of stormwater pipes, 7,891 fixed signs, 654 electronic signs, 6,146 lighting poles, 1.2 million metres of line markings, 335 km of fibre cabling (and associated ducting), and other related assets.


As a part of its scope, HEB Construction - in alliance with Fulton Hogan and WK - will take a whole of life approach to the work, including planning and design, maintenance, delivery monitoring and decommissioning of applicable assets.
