Ōtaki to north of Levin expressway
We’re proud to help deliver Ōtaki to north of Levin, the new expressway connecting Ōtaki (Te Waka o Ōtaki) to north of Levin (Taitoko). This project is one of Aotearoa’s most significant transport upgrades, designed to make journeys safer, faster, and more resilient for everyone travelling through the lower North Island.
Our client, Waka Kotahi NZ Transport Agency, is focused on creating a safer State Highway 1, while restoring ecosystems and reducing emissions. The project includes 250 hectares of native planting, stormwater wetlands, and shared paths for walking and cycling, supporting healthier communities and the environment.
The works involve building a 24 kilometre expressway, including 14 bridges, and two grade-separated interchanges, plus a dedicated shared-use path. More than 1.5 million cubic metres of earthworks will be completed, alongside advanced drainage systems and wildlife corridors. Delivered through two alliances, HEB is proud to lead the northern section with partners WSP, Aurecon, and Fulton Hogan.
Once complete, Ōtaki to north of Levin will cut travel times by up to 15 minutes, reduce crash risks, and strengthen connections between Wellington and Manawatū. It’s more than a road – it’s an investment in safety, sustainability, and economic growth for generations to come.
