Pāpāmoa East Interchange
We’re delivering the Pāpāmoa East Interchange, a game-changing project for Te Moana-a-Toi (Bay of Plenty). This new connection over the Tauranga Eastern Link (TEL) is unlocking growth for Pāpāmoa East, making travel safer and easier for thousands of locals and visitors every day.
Our client, Tauranga City Council (with Waka Kotahi), wanted a future-ready interchange that supports sustainable transport and community wellbeing. The project features a shared path for walking and cycling and integrated stormwater management.
Construction started in 2022. The works include a 33-metre-long overbridge with twelve 70-tonne Super-T beams, four on/off ramps, and new connections to Te Okuroa Drive and The Sands Avenue. We’ve self-delivered every stage, with input from a wide range of HEB teams, including earthworks, surfacing, precast, heavy haulage, and traffic management. A major success of this work has been opening of the eastbound off-ramp nine months ahead of schedule, reducing congestion for locals.
Once complete, the interchange will support new housing and business opportunities, and a more connected, resilient community. It’s a win for safety, growth, and the future of Pāpāmoa East.
