O Mahurangi Penlink

O Mahurangi will be a new 7km highway that links Whangaparāoa Road and State Highway 1, creating a more resilient network, supporting economic growth, and connecting people to new housing developments.

This work is being delivered through the O Mahurangi Alliance, which includes NZTA Waka Kotahi, iwi partners Ngāti Manuhiri, Ngaati Whanaunga and Te Kawerau a Maki, HEB, Fulton Hogan, Aurecon, and Tonkin + Taylor.

Designed to ease congestion and improve safety, this project responds to decades-old transport challenges and supports the region’s rapid growth. The alliance’s work includes Aotearoa’s first Wēiti River Bridge—a 530-metre extradosed structure—plus four additional bridge overpasses, major earthworks, ground improvements, and a shared user path. The project also features cross culverts, retaining walls, road pavement, and extensive landscaping.

Environmental care has been central, with native species rehomed and significant planting planned along the corridor. The project has also focused on uplifting local and Māori-owned businesses, helping small organisations strengthen their systems and providing ongoing opportunities for specialist expertise and labour hire. These partnerships are designed to create lasting benefits for the community.
